c647e5bf47 isula-build:sync patch from upstream 
changes include:
- parse all stages and mark it wheather need to commit
- fix build hang problem when error happened before pipe open
- change default healthcheck timeout to 20s
- add -t shortname for --tag and remove it from --timeout
